Democracy Commission Small Grants Program / Media Development Fund
Competition: Presidential Elections 2010
The U.S. Embassy in Ukraine calls for proposals from Ukrainian NGOs and media outlets to support free and fair 2010 Presidential elections in Ukraine.
The project activities which fall into the following areas may be considered for funding:
- Conducting voter education campaign focusing on election procedures and new voter's registry system.
- Organizing non-partisan get-out-the-vote drives to mobilize people to vote; increase young voters' turnout through running peer-to-peer activities and involving new media.
- Promoting voter access to information; producing impartial and non-partisan radio or TV programs and information materials on election campaign and procedures in the local media.
- Reporting on candidates' access to media, journalists' access to candidates' representatives, transparency of election committees, voter registration, preventing violations of election law, etc.
- Holding TV / Radio debates and Internet forums with candidates and/or candidates' representatives aimed at increasing public's participation and awareness of candidates programs and platforms.
The U.S. Embassy expects to fund quality and results-oriented projects from media and NGOs from various regions of Ukraine. The duration of programs may vary depending on the proposals but the length of the project should be no longer than four months. The average project budget will be $3,000–$10,000 subject to availability of funds and subject to potential changes in election procedures.
Competition Requirements
- NGOs and their members cannot represent or be affiliated with a political party, or appointed or elected officials. Media outlets, which belong and are supported by the political parties, are not eligible to apply
- Organizations are not able to make any expenditures on behalf of candidates
- Grant money can not be used to as contributions to any of the campaigns
- NGOs and media can not communicate anything that explicitly or implicitly favors or opposes any of the candidates

Project proposals, in English and Ukrainian, marked “Elections – 2010,” must reach the Grants Office no later than July 17, 2010 in both electronic and hard copies on the addresses below:
