Objectives: assess the impact of Small Project Assistance (SPA) Program grant projects in order to improve understanding of the factors that contribute to the success and sustainability of individual SPA projects over time.

- Selection of interviewers for interrogation in regions.
- Organizing five-days training for interviewers.
- Impact research in regions.
- Preparing report on a base of research results.

New Breath of Culture: Fill Heritage with Life of Arts

The overall objectives:
- To develop effective systems for identifying and sharing good practices of using art innovations for promotion culture and historical heritage in the South of Ukraine, Georgia and Armenia.
- To develop cross-border and cross-sector partnerships on the basis of common platform of facilitation, generation and realization of culture activities for social-economical development.
Project objectives:
- Contributing to creation of adequate conditions for the development of innovative cultural activities through establishing new connection of culture sector with tourist entrepreneurs and enhancing impact of culture sector on local authorities and policy-makers.
- Promoting access to culture for all thought development of non-formal education.
- Strengthening regional links and inter-cultural dialogue within the region of the Eastern Partnership by creation of virtual network and web-site.
- Sharing best practices of art innovations on the base of traditional heritage in order to «fill it with life» and make attractive for broad public (especially for young people).
Main activities:
- Collecting experience of innovative art activities on the base of historical and cultural heritage of South of Ukraine, Georgia and Armenia. Documenting best practices and creating media-guide for innovations for culture.
- Creating virtual network and web-site to share best practices of art innovations on the base of traditional heritage in order to «fill it with life» and make attractive for broad public (especially for young people).
- Sharing the best examples of culture innovations for regional development in Ukraine, Georgia and Armenia.
- Connecting culture actors, NGOs, local activists and tourist entrepreneurs through open database.
- Supporting the best innovative ideas for cross-sector cooperation with micro-grants.
- Development of non-formal cross-border cultural education for youth audiences.
- Workshops on non-formal cross-culture education in the South of Ukraine, Georgia and Armenia for international group of young people.
- Public culture events organized by workshop participants on the basis of cross-culture experience acquired.
- Development and presentation of studying materials for NGO and educational institutions on non-formal education in Ukraine, Georgia and Armenia.
- Formation of network for non-formal cross-culture education within the frames of Eastern Partnership.
- Trainings for culture managers, culture NGOs, representatives of local and regional authorities, tourism operators in order to develop and promote innovative cultural products for regional development in 7 cities.
- International Forum “Culture for Development” for representatives of local and national authorities, NGOs, culture actors, tourist entrepreneurs; sharing media-guide for art-innovations and best practices of promotion of culture heritage for regional development.

Researching the Dynamics of NGOs Development in Ukraine

- Conducting an CSO sectoral survey in 2011 and an annual CSO survey in 2012
- Conducting annual assessments of the UNITER Grantees in 2011 and 2012
- Preparing annual comparative report as a result of CSO survey and UNITER Grantees assessment
- Conducting selected studies on outcomes and impact of CSO and UNITER grantees activity

Sustainable Urban Development Project

The overall objective: to contribute to the sustainable local development of the depressed small towns in Belarus, Georgia and Ukraine, to boost their competitiveness with the help of the Polish and Ukrainian experience in strategic planning
Project objectives
- To create favorable conditions/environment to ensure sustainable development of the depressed small towns of Ukraine, Belarus and Georgia by introducing strategic planning tool based on citizens/public participation to the municipal administration/government
- To strengthen/build institutional capacity of the municipalities from the depressed small towns of Ukraine, Belarus and Georgia as regards development and implementation of community social-economic sustainable development strategies and to ensure citizens/public participation in the local economic development
- To share positive practical experience in the introduction and implementation of the urban strategic planning based on citizens/public participation in Ukraine, Belarus and Georgia.
Main activities:
- Selection of small towns to take part in the project (Novolukoml town, Belarus, Ozurgeti town, Georgia and four towns in Ukraine)
- International workshop for the representatives of the municipalities from the selected small towns
- Study visit for the representatives of the municipalities of the small towns participating in the project to the town of Ukrainka (Ukraine), Lublin, Krasnik and Lencha (Poland)
- Workshops on urban strategic planning based on citizens/public participation and good governance for the municipalities and non-governmental organizations
- Consultations on strategic social-economic development planning for the small towns participating in the project
- Re-granting programme for the non-governmental organizations from the small towns participating in the project. The programme will support the initiatives aimed at engaging citizens in the strategic planning process and introducing good governance principles
- Information and technical support with the development of the urban development strategic plans for the small towns participating in the project
- Creation of the special website for the strategic social-economic development plans prepared by the small towns participating in the project
- Production and distribution of the collection of the project best practices
- International conference on small town sustainable strategic planning for the municipalities of the small towns.
