Results of an annual survey report of third sector - Civil Society Organizations in Ukraine. The State and Dynamics 2002 – 2009
In September 2009 annual survey of Ukrainian CSOs was conducted by CCC. The goal of survey was to define the level of Ukrainian CSOs development and Ukrainian CSOs needs. The survey has been conducted by CCC through financial support from The Ukraine National Initiatives to Enhance Reforms (UNITER).
In survey took part 598 CSOs, which represent all Ukrainian regions of Ukraine, Autonomous Republic Crimea and Kiyv City.
The survey entailed collecting and analyzing information on the organizational development of a select number of CSOs in the sector, relations of these CSOs with their external environment (community, government structures, business, mass media, other CSOs), their program activity, reporting, transparency and their definitions of their internal and external needs as well as the barriers for CSO development in Ukraine, coalitions/networks and legitimacy respondents organizations, results of development trends of Ukrainian CSOs during 2002-2009.
This year edition includes survey data from 2009 as well as data from previous seven years with compeering and analysis of 3 sector trends development in Ukraine. Besides, there are results of deep analysis and CSOs needs in this report. The report published in Ukrainian and English.
The report may be of interest to CSO leaders, government officials working in the public sector, business representatives involved in the development of social policy programs in their organizations, academics and experts working in the field, representatives of donor agencies and international consultants involved in civil society development.
Report on the Research “NGO and Corruption Counteraction: Role, State, and Perspectives” (2007)
During the period from January to March 2007 the Counterpart Creative Center has conducted the research “NGO and Corruption Counteraction: Role, State, and Perspectives”. The research was conducted within the project PROMOTING ACTIVE CITIZEN ENGAGEMENT (ACTION) IN COMBATING CORRUPTION IN UKRAINE implemented by the Management Systems International (MSI) in partnership with the U.S.-Ukraine Foundation, Counterpart Creative Center, Kyiv International Institute of Sociology and the CenterforUkrainian Reform Education under financial support of the United States Agency for International Development (USAID).
The main components of the Project included the support of public interests representation and protection, power actions monitoring by civil society. One of the first steps of the Project activities was evaluation of the needs of the Ukrainian non-governmental organizations (NGOs) conducted by means of wide distribution of forms for self-filling, and focus-groups with the representatives of non-governmental organizations performed in every region of Ukraine.
As a result of the research quantitative and qualitative information was gathered. The thorough analysis of it enabled the group to achieve the goal and to fulfill the tasks of the study, i.e.: to determine the experience and the capacity of the Ukrainian non-governmental organizations in the field of protection of public interests; to study the needs of organizations in education on advocacy technologies; to identify priority social spheres and problems; to find out experience and readiness of NGOs to take part in the activity aimed at corruption counteraction. The research results are applied to the Project.
The results of the last five years research “The state and dynamics of the NGO development in Ukraine: 2002-2006”
During the last five years Counterpart Creative Center has been conducting annual national research of the state and dynamics of non-governmental organizations development. Since 2002 the research has been conducted under financial support of the Ukraine Citizen Action Network Project implemented by the Institute for Sustainable Communities and funded by the United States Agency for International Development.
During July-September 2006 there was the fifth survey among active non-governmental organizations of Ukraine conducted in the same way as the previous four studies. The goal of the research was to determine the level of development of the Ukrainian NGOs according to the main principles of the sustainable progress.
The report by the results of 2006 contains data on all the previous years of the research, their detailed comparison and description of changes that have been taking place during the last five years. Moreover, the report reflects the results of the profound analysis of problems and needs faced by non-governmental organizations; information and communication technologies used by them; regional and gender peculiarities of NGOs.
In this way, information presented in this report can be interesting for leaders of non-governmental organizations; state and political public figures responsible for making decisions on social policy; scientists and experts in the field of civil society; representatives of organizations for international technical assistance and international consultants in the field of the third sector.
The Research “Corporative Charity in Ukraine: Current State and Perspectives of Development”
During the period from May to July 2005 the Counterpart Creative Center Charity Foundation has conducted the research on current state of corporative charity (philanthropy) and perspectives of its development in the Ukrainian business quarters. The research was conducted by Counterpart Creative Center in partnership with Kyiv International Institute of Sociology under financial support of Charles Stewart Mott Foundation (USA). The participating parties of the research were representatives of the Ukrainian big and medium business companies situated in all the regional centers of Ukraine, the Republic of Crimea and Kyiv.
The report composed by the results of this research includes six chapters (methodological base for research conduction; theoretical base for research conduction; literature monitoring; research results; covering the charity activity of the company in mass media; conclusions and recommendations), bibliography and 5 supplements.
The report presents the results of the research on motives, concepts and practices of charity activities by the Ukrainian big and medium business companies, and their coverage in mass media.
This research is only one of the first steps on the way to study and comprehension of the corporative charity state in Ukraine under present-day conditions. The edition will be useful for the researchers, business companies, activists of non-governmental sector, politicians, practicing social workers and charity activity participants.
Data Base of the researches and analytical articles on the subject: Civil Society and NGO Development in Ukraine
Counterpart Creative Center within the Strengthening Civil Society in Ukraine Project funded by the ISC-UCAN Project (Institute for Sustainable Communities-Ukraine Citizen Action Network) has worked out a new information resource for NGOs – a Data Base of research and analytical articles on the subject: Civil Society and NGO Development in Ukraine.
Data Base includes information gathered on research conducted in the third sector beginning with 1991 till nowadays. The base contains information about general subject of the research; the name of the research; organization in charge of the research; research goal and object (if it is statistics research, there is information about the sample and number of questioned people); methods applied for the research. What's more, there is information about geographical span; sources of finances for the research; the title of the project the research was conducted within; the title of partner organization for the research. With the help of the Data Base you can also find out where to get information on the research results you are interested in; whether this information is opened to public use and in what language it can be distributed to you.
Apart from that there is information about analytical articles concerning the development of NGOs in Ukraine and the third sector on the whole. Civil Society in Ukraine: Motive Force or the Fifth Wheel?
During 2003-2004 within the CIVICUS Civil Society Index Project the Counterpart Creative Center together with the Philanthropy Center gathered information and data on the state of civil society development in Ukraine from the wide range of representatives of civil society themselves, from citizens, experts and researchers. In 2001 the national team created as a result of the pilot CSI project implementation studied the extent of changes having taken place for last years.
The Project resulted in the report giving detailed recommendations on strengthening the civil society in Ukraine; and a diamond reflecting the current situation in the country and affirming good and balanced civil society at the medium level of its development. The results of the Project will become a valuable resource for developing the strategy of cooperation between civil society and the state. This strategy can be further applied by the Ukrainian government within the European Union / Ukraine Action Plan. The CSI has become a part of the National Strategy for the Civil Society Development.
Research of the Development Level of Civil Society
During 2000-2001 CCC together with the League of Resource Centers of Ukraine has implemented the CIVICUS Civil Society Index international project initiated by the international organization CIVICUS: World Alliance for Citizen Participation (USA). The research was conducted according to the methodology developed by the Center for Civil Society, London School of Economics.
The goal of the project was to analyze and to compare the state of civil society in countries with different social and economical indexes; to work out recommendations for politicians and organizations on creating conditions for civil society development. The pilot faze of the research took place simultaneously in 13 countries of the world, and the results were published and represented at the world CIVICUS forum in Canada.

In 2001 CCC in partnership with CAP evaluated the development level of the sector of non-governmental organizations of Moldova. This Project was ordered by Counterpart International, Inc. in order to determine the priority directions of the third sector development and needs of non-governmental organizations. The evaluation engaged 46 NGOs, representatives of state and business structures, and donor organizations working at the territory of Moldova.
Research of the Development Dynamics of the Third Sector
CCC annually conducts several studies of different indexes of the NGO development dynamics. Here are the most significant. Since 1998 CCC conducts annual survey engaging from 200 to 500 non-governmental organizations. The goal of this research is to find out the viability level of NGOs in Ukraine: organizational development, financial and material security, program activities, clients needs satisfaction, organization's links with the environment etc. The results of the survey are used by Counterpart Creative Center in order to determine the main tendencies of NGO development; elucidate their needs for technical aid and work out new services. 1998. The research is conducted by the demand of the United Nations High Commissioner for Refugees (UNHCR) in order to study the level of NGO interest and capacity to work with refugees and departed people, to study the resources and capacity of donor organizations and legislation, and tax policy for NGOs. The survey resulted in recommendations made by the Office of UNHCR in Ukraine for further attraction of NGOs to activity aimed at providing assistance to these people. 1998. 154 NGOs are questioned for representation of citizen interests, their rights protection and lobbying. According to the results a group of 118 NGOs was formed for participation in the program of training and technical assistance conducted by CCC during 1998-1999. At the end of the program there was a survey conducted in order to determine the results of organizations' participation in program: to study the progress achieved in cooperation with bodies of executive power, local autonomous bodies and mass media; to study the experience acquired in the field of civil rights protection and providing the public with legal and other services. |
