Overall project objective: improvement of quality and accessibility of social services for citizens in amalgamated territorial communities of Ukraine by capability enhancement of local government bodies and infrastructure development

Specific objectives:
- Introduction of dialogue practice in the social sector of amalgamated territorial communities
- Determination of priorities for development of social services provision system in 6 amalgamated territorial communities based on the needs analysis
- Professional development of municipal officials in the field of social services provision management based on engagement, partnership and intermunicipal cooperation.
- Improvement of social services provision infrastructure in 6 territorial communities
Expected results (outcomes):
- A sustainable active mechanism (dialogue working groups) of increasing efficiency of social services provision in a community was developed with participation of local government officials, representatives of social services providers, the public in the six amalgamated territorial communities
- Needs in each community participating in the project were defined in respect of the social services provision based on participation of citizens (polls, focus groups)
- Local programs for development of social services provision system were developed (updated) in 6 participating communities based on the needs analysis
- Knowledge and skills were improved and are applied in practice at least by 30 local government officials, social workers/employees involved in management of social services provision
- Proper equipment and custom designed software was supplied to 6 communities participating in the project for organization of citizens reception who apply for social services, and for awareness raising among the citizens concerning the possibility to have social services provided to them, keeping track of social services provision and their recipients, quality monitoring of social services provision.
- HRM and Good Governance Toolkits (CoE) was implemented in 6 amalgamated communities
